Here's what you need to know to get different forms of identification in the state of Illinois:
Obtaining a Birth Certificate in IL
Requirements
Eligibility: Only the person named on the record (if 18+), parents listed, or a legal representative can request a copy.
ID: Valid driver’s license, state ID, or passport.
Information Needed: Full name at birth, date of birth, city/county of birth, and parents' full names.
Methods to Order an Illinois Birth Certificate
Online: VitalChek (official service for government agencies); charges additional processing fees.
By Mail: Send completed application, copy of valid photo ID, and payment (check or money order) to: Illinois Department of Public Health, Division of Vital Records, 925 E. Ridgely Ave., Springfield, IL 62702.
In-Person: Visit the Illinois Department of Public Health (IDPH) in Springfield or the county clerk’s office in the county where the birth occurred.
Costs and Timing
Cost: The state charges $10 for the first copy and $2 for each additional copy, though local county prices may vary (e.g., $14–$20 for the first copy).
Processing Time: State-level mail requests may take approximately 12 weeks.
Homeless Fee Waiver: Individuals experiencing homelessness can receive a free birth certificate through the Illinois State Board of Education.
Obtaining a Driver’s License/State ID
Application: Apply in person at an Illinois Secretary of State Driver Services Facility. (Appointments recommended; walk-ins allowed at some locations.)
Proof Requirements: Provide documentation for age/identity (e.g. U.S. birth certificate or valid passport), Social Security number (card or W-2), and Illinois residency (two documents like utility bills or lease). All documents must be originals or certified copies.
Testing: Complete a vision exam; answer basic questions about road rules. (Note: As of 2026, the written test applies if you’re applying for the first time or upgrading to a Real ID.)
Photo/Signature: Have your photo taken and sign the signature pad at the office.
Payment: Pay the fee ($35–$45 depending on license term, e.g. $40 for a 4-year license). Fee waivers or reduced fees are not generally available for voting purposes.
Real ID Option: Illinois offers “REAL ID” drivers licenses that meet federal ID standards. These require the same documents plus proof of citizenship/nationality. They are not required for domestic flights until 2026, but are accepted for federal ID purposes.
Processing: After completing the steps above, you typically receive your photo license by mail within 15 business days.
Obtaining a Passport in IL
Application: U.S. passports in Illinois are issued by the U.S. Department of State at designated acceptance facilities (many U.S. Post Offices, clerks of court, and libraries serve this role). You must apply in person at one of these facilities. (Check travel.state.gov for locations and to schedule an appointment.)
Proof Requirements: Provide evidence of U.S. citizenship – e.g. a certified U.S. birth certificate, Consular Report of Birth Abroad, or Certificate of Naturalization – and a valid photo ID (Illinois driver’s license, state ID, etc.). Present original documents and one photocopy of each.
Passport Photo: Bring one 2×2 inch color passport photo taken within the last 6 months, with a white or off-white background. Some facilities offer photo services for an extra fee.
Fees (as of 2026): Adults (16+) pay $165 total for a routine passport (book and card). Minors (under 16) pay $135. Expedited service costs extra. Acceptable payment methods vary by location (usually check or money order for the government fee, cash/debit/credit for the facility fee).
Processing: Routine processing takes 6–8 weeks; expedited (for an additional fee) takes 2–3 weeks. Once approved, your passport book (and card, if requested) will arrive by mail.
