Empower Young Voters in Illinois

The Reverend Jesse L. Jackson, Sr. Young Voter Empowerment Law (HB4339/SB1786) would ensure that every Illinois high school offers nonpartisan voter registration to eligible students before they graduate, starting in the 2026–2027 school year.

The House Ethics & Elections Committee will consider the bill at their hearing this week. Please take a minute to submit a witness slip in support of the bill by 3:00 pm on Wednesday, March 18.

Research and lived experience show that first-time participation matters—people who vote early are more likely to keep voting. Normalizing voter registration in high school makes civic engagement a standard part of becoming an adult.

High schools reach nearly every young person, across ZIP codes and income levels. Offering voter registration in a familiar setting reduces disparities and ensures access isn’t dependent on time, transportation, family support, or knowing where to go.


Witness slips are a quick and easy way to help show support for a bill!

Here are some tips to filling out your witness slip:

  • In Section I, fill out your information. In the 'Firm/Business or Agency' and 'Title' boxes, enter "Self"

  • In Section II Representation, enter "Self" into the box

  • In Section III Position, select “Original Bill" and “Proponent” from the drop down menus and click ‘Add Position’

  • In Section IV Testimony, mark "Record of Appearance Only"
